Hi Martin,

Cython >= 0.16 is also required for a complete build of python-zmq > 13.1.0.

It is used to generate some .c files which are then compiled.

So far I have got around this by using the pre generated versions of
these supplied in the upstream (python-zmq) .tar.gz. I suspect for
good policy reasons, that this is not appropriate for uploading to the
main archive.

Given this, I guess a similar email is required to the Python
Applications Packaging Team. Unless I hear otherwise, I'll send one in
the morning.
