Hi Martin,

Upstream have released 0.16.4, but not yet announced it. I expect they
will announce it over the next few days, once packages are built for
most distros.

I have prepared salt 0.16.4-1 and pushed it up to the repo.

I have imported upstream 0.16.4, built it and tested it successfully locally.

If you are happy to upload this, please do so, otherwise please let me
know what I should fix.
