There is a DAK bug where arch:all binaries are sometimes deleted when they
shouldn't be. That appears to be the case here:
$ rmadison salt-api
salt-api | 2016.11.2+ds-1~bpo8+1 | jessie-backports | all
salt-api | 2016.11.2+ds-1 | stretch | all
salt-api | 2016.11.8+dfsg1-2 | buster | all
You'll need to do an upload with binaries and go through New again.
