I cannot reproduce your issue. Installing salt-common in testing works
without problems:

(buster)root at konstrukt:~# dpkg -l | grep -E '(salt|tornado)'
ii  python3-tornado            5.0.0-1                    amd64        scalable, non-blocking web server and tools - Python 3 package
ii  salt-common                2017.7.4+dfsg1-1           all          shared libraries that salt requires for all packages
