[Pkg-salt-team] Debian pypi redirector and source package

Hello.
I'm looking at the packaging of a new SaltStack (2018.3.2) for Debian.
I already cleanup the Debian patches imported upstream but when I'm
looking a new pytest-salt upstream source I only found 2018.2.2 with
uscan[1] but there is a 2018.9.18 upstream[2].
It looks like the pypi only provides the wheel package and not the
source.
In which case I think that we could get the source directly from
GitHub[3].
What do you think about it?
