[Pkg-salt-team] Bug#930178: salt-master: install fails if salt-minion was installed first

This also happens when installing salt-master and salt-minion at the same time:

 apt-get install salt-master salt-minion
 [...]
 Setting up salt-master (2018.3.4+dfsg1-6) ...
 adduser: Warning: The home directory /var/lib/salt' does not belong to  the user you are currently creating.
 Job for salt-master.service failed because the control process exited with error code.
 See "systemctl status salt-master.service" and "journalctl -xe" for details.
 invoke-rc.d: initscript salt-master, action "start" failed.


Discovered this today while upgrading a system from stretch to buster.

I consider this to be a serious bug and I also believe we should try
to fix it in a point release of buster as well.
