[Pkg-samba-maint] Moving swat documentation, dpkg issues?

Hello,

here's a combined patch for bugs #281971 (make samba-doc-pdf package)
and #233447 (remove duplicate docs in swat, symlink to samba-doc).

The strange thing is, when I install the new packages on top of old
ones, I get

$ ll /usr/share/samba/swat/help/

with the first four directories empty.  They all should be symlinks
like the last one.  If I install the packages on an empty system, all
the symlinks are installed correctly.

It seems as though dpkg is having some troubles changing a directory
to a symlink during a package upgrade.  Does that make sense?
