[Pkg-samba-maint] Moving swat documentation, 2nd try

Here again is a combined patch for bugs #281971 (make samba-doc-pdf 
package) and #233447 (remove duplicate docs in swat, symlink to 
samba-doc), which incorporates Adam Conrad's suggestions about fixing 
up the symlinks.  Please consider.
