[Pkg-samba-maint] Closing old "samba panic action" bugs

I plan to loop a mail to all submitters with the bug number CC'ed (to
record info) and simultaneously tag the bugs as "moreinfo".

I also imagine usertagging them ("panic_action"). Objections?
