[Pkg-samba-maint] Usertagging bugs

Let's try to throw out a few ideas on usertagging bugs.

First, we can agree that "user
pkg-samba-maint at lists.alioth.debian.org" can be the user owning these
"team" tags.

panic_action: all bug reports triggered by a "samba panic action"
              script

fixed_svn   : fixed in upstream SVN (fixed-upstream should also be used)

fixed_X.Y.Z : fixed in upstream release X.Y.Z (here also
              fixed-upstream should also be used)

... to be completed.
