[Pkg-samba-maint] Moving more documentation from swat to samba-doc (bug #233447)

Bug #233447 requests splitting out architecture independent data from 
swat into a separate package.  Since I hear that the PDFs are now being 
split out from the samba-doc package, it might make sense to symlink 
all duplicate documentation from swat to samba-doc (as is currently 
being done with using_samba (but the symlink points to the wrong place, 
but never mind that)) and create a hard dependency from swat to 
samba-doc.  This would make bug #233447 happy and would hardly create 
any additional installation footprint for swat installations.
