Yep, replacing the hand scripts with quilt meant nothing was calling
autogen.sh anymore.  I've fixed this now in svn with the addition of
debian/patches/autoconf.patch; please note that if you make any changes to
configure.in, you will also have to run autoconf by hand and refresh the
autoconf patch.
