[Pkg-samba-maint] panic-action depends on mail

The panic-action script uses the mail command but there is no dependency 
on any package providing that command, as I just noticed since I didn't 
have it installed.  Is it worth adding a dependency for that, seeing 
that panic-action is surely tertiary functionality?  Since mailx is 
priority standard most people will probably have it anyway so the 
dependency might do no harm.  Comments?
