[Pkg-samba-maint] Debug package

Regarding bug #346394: samba-dbg: no symbols for anything but samba, I 
propose going to debhelper level 5 and using the new meaning of the 
--dbg-package option to provide a debug package for everything.  This 
increases the size of the dbg package from 10 MB to 25 MB mainly 
because of all the python stuff.  If you think this is a bad idea, stop 
me now.
