Yes. This reduce broadcast from Win Clients.

In your setup I would prefer

option netbios-node-type 2;

in your dhcpd.conf. 2 is p-node = only uses a WINS server.
The default is 8 h/hybrid-node = tries a WINS server first, then a
broadcast

I have no idea.

You dont need it.

This must be enabled.
