[Pkg-samba-maint] Forgot to tag - freeze and release

Waking up this morning, I realize that I forgot tagging the
release. If soem of you come on this mail before I can do it, feel
free to tag the new release as 3.0.23c-2.

I hereby propose that we declare ourselves in a freeze for
etch. Localization fixes can still go in as well as RC issues (in case
some damn comma problems show up).

We should probably branch 3.0.23c-2 as an "etch" branch and reserve
the trunk for post-etch stuff (for instance if 3.0.24 shows up at some
moment). If needed we can upload new developments to experimental.
