As confirmed by Steve French in
https://bugzilla.samba.org/show_bug.cgi?id=3775, this bug abouot
cached file modification time being rounded in seconds pertains to the
cifs module in the kernel.

Upstream there is still the Samba Team but the Debian bug does not
belong to the samba source package.
