I'd vote for something like this, yes.

Maybe opportunity to create a Packaging-HOWTO file in the repo?

That would help us to progressively add instruction on how to:
- merge upstream
- build packages for unstable
- build packages for security updates 
- tons of other things

Even though these should be known by any DD, I'm afraid that at least
my bad memory doesn't help to remember many such things. Therefore,
I'm doing most things by hand and probably lose some valuable time. I
also lose time quite often, seeking for information here or there.
