Actually, I didn't review your patch but I think that seeing someone
motivated enough to have a look at this very old issue is really
great.

The samba packages deserve some love, definitely..:-)...and
particularly love from samba (power) users.

We should certainly integrate this post-etch. Of course, there is no
chance that such change is accepted for etch, even with one RM in the
maintenance team...:-)

I vote deeply for the fhs.patch to be tentatively integrated
upstream. Coul dbe an interesting issue to discuss with Jerry at
SambaXP in April, which, I hope, many samba Debian users will attend
(http://www.sambaxp.org), not only Noèl and me (and the Samba Team
people of course), as usual..:-)
