Yeah, any of the .po files from d-i are the debconf templates.

I've compared the files that you sent, and although the source strings
match, which means each of the translations is complete, the translations in
each file are different.  Since I don't speak Vietnamese, I would rather not
have to choose between them myself; could you please review the differences
between the two files and let me know which one you would prefer that we
use?
