this is reproduceable and I forwarded this report to upstream:

version 3.0.25a-1

$ LC_ALL=C smbpasswd
Old SMB password:
New SMB password:
Retype new SMB password:
Error connecting to 127.0.0.1 (Connection refused)
unable to connect to SMB server on machine 127.0.0.1. Error was : SUCCESS - 0.
Password changed for user noel
