[Pkg-samba-maint] RFC: split fhs.patch in two parts

In order to have a small chance to get fhs.patch accepted upstream and
thus minimize our work with new releases, as well as allow Debian
packages built and supported upstream to be closer to "our" Debian
packages, it seems that splitting fhs.patch in two parts would be a
good idea:

-one (big) patch with all changes that will introduce three new
configurable directories (codepagedir, statedir, cachedir) with their
default values being set to the values currently used by upstream (ie
if files we place in cachedir are in lockdir currently, we should
default cachedir to the current default of lockdir upstream, that is
"\${VARDIR}/lib/samba"

-one (small) patch that could remain Debian-specific and which changes
these paths to the values we want to use (/var/cache/samba for
cacheidr for instance). That patch would also change lockdir to
/var/run/samba

Please find, attached to this mail, the two patches I propose. Jerry,
you can comment..:-)
