[Pkg-samba-maint] Proposal for samba4 packages

I'd like to hereby propose to upload samba4 packages and related
libraries to Debian unstable, following about this process:

- Jelmer commits the packaging stuff in Debian's SVN
- He files an ITP. That means many binary packages, as there are many
  new libraries that can be used for other stuff
- He prepares a first package set and we upload it to experimental
- We try doing some noise about it
- After a while (at least to see what are doing the experimental
  autobuilders), we upload a new version to unstable, taking care to
  block it from testing

In parallel, that will allow having the same process for openchange
stuff: first experimental, then unstable (blocked from testing)

I understand this slightly defeats the purpose of uploads to unstable
(things meant to go to testing) and Steve might have some objections
to this, but I really thing this is the best to give samba4 the best
exposure it deserves.

Everything is more or less ready for all this and Jelmer is very
committed for this to happen. Of course, this still deserves to be at
least mentioned here...and maybe discussed....
