Next you'll be telling me they upstream have always decided the best
locations for files on the filesystem.

Yes, you should certainly ask upstream. But upstream is not always right.

Just as the people who package things can not know everything about
the software (e.g. disabling root on the Debian samba packages for
many years -- this bug report is from 2004, after all).

Or, alternatively:

Andrew, since a nmbd which is advertising itself as a time server has
no effect if the samba process is not also the domain master browser
or the local master browser -- is there an issue with turning this
option on for Debian?
