[Pkg-samba-maint] Bug#491997: #491997 samba: please move WHATSNEW.txt etc. to the samba-common package

Hello,

I think it makes sense to have some of the files in -common so they will
be available for everybody regardless they install just the client or
the server part.
The only disadvantage I see that people are always looking
into /usr/share/doc/samba/.

What do you, Christian and Steve, think about it?
