[Pkg-samba-maint] Bug#496569: Panic action winbind restarts do not cause an auth delay

Just a quick note that I am still getting winbind panic action notices
(bug 493752) in my admin mailbox.  The panic action script is restarting
winbind, but I do not see the very long initial authentication delay.

However my test box was up overnight and logrotate ran.  I ran a 'wbinfo
-a test_user%Password9' and got the authentication delay.
