[Pkg-samba-maint] Tagging releases

Well, I've not been very performant with the handling of SVN and some
details in the last two releases of packages:

- In 2:3.0.30-3, I bumped the Standard-Versions to 3.8.0 but
forgot to mention this in changelog. It was properly checked, though,
  wrt upgrading-checklist.txt.gz

- I imported upstream 3.2.0-rc2 with svn-load but forgot tagging it (I
  think)

- I forgot merging that in branches/samba/experimental

Doh...:-)

This probably comes from the fact that I don't use myself several of
the features offered by having upstream sources in our SVN. For
instance, I *don't* use svn-buildpackage.

At least, this time, I made some progress: I used "dch -r" on 3.2.0
and therefore did not upload it to experimental..:-)

So, public apologies to Steve who, again, had to correct my
mistakes. We are a quite good team for that matter: I screw things and
he unscrews them. +1 on beer count for DebConf8, Steve.
