Ok, it's possible that I failed to set it up as offline commits and had
created a new branch instead, maybe that's where I went awry.  I'll test
again sometime.

Yes, so it works exactly the same as merging between bzr branches, and
thereby leaves anyone trying to merge branches *without* using bzr out in
the cold. :)  If you're going to do that, why use svn as the backend at all
anymore...
