[Pkg-samba-maint] Bug#499359: Proposed patch

Please find attached the patch I just submitted an Ubuntu bug that
covers the same issue [1].

Note that libpam-smbpass also needs /var/lib/samba to be created, or
else it will fail rather badly (blocking all logins by segfaulting).
