Well, /etc/samba is provided by samba-common, so the only way for this
to happen is.....removing it manually (and voluntarily), which is
likely to break the package.
If the problem is there, then I don't think this is a bug. On the
other hand, it would be interesting to know how you ended up with a
system without /etc/samba while the samba-common package was
installed.
