They are.
This bug was a clone that I created, precisely because I was thinking
that the split could be worth a small documentation (after all, people
who do not install recommends by default could be surprised by having
some utilities disappear and having a small warning doesn't seem to
hurt, for me.
After all, it's not like we split packages every release...:)
