Quoting Steve Langasek (vorlon at debian.org):

It's probably a part where we disagree in some way: I personnally
consider not a big deal to let people with not enough clue get in the
boat. I don't think we let people enter without any clue at all.

So, it's just a matter of maturity of those people who get in. As long
as they know about their limits...as long as they're opened to learn
and benefit from others' experience....we shouldn't really care
whether they are aware of each and every technical detail in out work
method.

I'm probably influenced by the way I got myself in the project,
definitely...but that should be a proof that, after all, raising the
barriers constantly is not necessarily the best way to keep quality
(I'm even in some wway convinced that the too low manpower we're
facing in Debian since about 2 -3 years is a greater challenge for our
so-called technical excellence which is more and more so-called and
less and less excellence).

Some day, I should do a (controversial) talk about this feeling at
some Debconf..:-)

That's actually something we could call a problem. Sorry, Mathieu, to
use you to illustrate our discussion but I think you've actyually
proven much more than either Steve and I had proven when we
respectively became official DDs.
