[Pkg-samba-maint] Bug#528134: samba-common: smbpasswd -a user does not creat /etc/samba/smbpasswd file

I do not have a smbpasswd file and am unable to create one running 'smbpasswd -a'.  In addition, 
when I run smbpasswd nothing appears in the log.smbd file.
