I increased it based on a phone conversation with the submitter, who
explained to me that mount.cifs actually did not work for him at all.

He believes that the fact that it's linked differently is the cause for
that, but the real bug is that it was unable to mount the cifs share at
all.  The original report wasn't very clear on that subject
unfortunately.

However, rebuilding the package so that it didn't link to pcap somehow
made it work for him.

I have not tried to reproduce it myself.  If it turns out to be
unreproducible then of course downgrading the severity again would make
sense.
