Actually, I think that part is just fine - a template can be shared by
multiple packages, we don't want to risk de-syncing the two titles and we
probably can't rely on the template being available if only defined in
samba-common.templates due to the way that apt preconfiguring works.

I'll fix this by changing the reference in samba.config instead (but
untested, FWIW).
