I have the following custom inetd.conf setup for swat (to make it listen only
on localhost):

localhost:swat stream tcp nowait.400 root /usr/sbin/tcpd /usr/sbin/swat
During upgrades the "listen on all interfaces" is activated by the package postinst script:
swat stream tcp nowait.400 root /usr/sbin/tcpd /usr/sbin/swat
I believe that should only happen on new installs, not on upgrades.
Wishlist: On new installs it should only listen on localhost by default.
