[Pkg-samba-maint] Bug#640668: Suggestion to deal with that bug report without changing the whole logic of various scripts of the samba package

After looking at #640668 and #640508, I think we could maybe find a
way to reconcile both. But that may be naive, also..:-)

Would we imagine changing the exit code of "service samba status" to
be different from 3 whenever any of nmbd, smbd or both aren't running?

It would mean that instead of just returning the exit code of
"stats_of_proc" we could for instance exit with 1 if nmbd isn't
running, 2 if smbd isn't running and 3 is both aren't running.

I don't know if that would have impact an elsewhere (does an exit code
of 3 have a specific meaning?) but that would then
allow modifying the /etc/network/if-up.d/samba script to check the
exit code and not the output of "service samba status" and do its
magic only when *nmbd* is not running.

I won't do such change without more input from people who are more
clever than me when it comes at init systems, though....so, please
comment...or leave this bug rot in the BTS for another year..:-)
