The first commit fixes a postinst error because the samba init script
depends on smbd and nmbd and thus can't be installed when it is
installed first.

The second commit will cause the maintainer scripts to not try to
install the non-existent reload-smbd init script. As far as I
understand upstart that job should just be installed and nothing else
should happen for it in the maintainer scripts.

Currently when booting smbd and nmbd is started twice, once by the
smbd/nmbd scripts and another time by the samba script. As far as I
can see that doesn't cause any problems, but seeing the starting
messages twice might be confusing for users.
