[Pkg-samba-maint] Bug#701183: samba: Samba doesn't warn users if netbios name is invalid

If the netbios name in the smb.conf file is set to a name longer than 15
characters this is invalid, but neither Samba itself or even testparm gives any
kind of warning in this event.  Netbios name is simply null with no reason made
obvious to the user.
