dpkg supports downgrading, but there's certainly no expectation that
maintainers will expend effort on un-applying upgrade changes when an admin
installs an older version of the package.  So long as the maintainer scripts
are written to be idempotent, the worst case is that if things are broken
after downgrade the admin can just upgrade again.
