I don't see any indication about the issue you're hitting. I am also unable to
reproduce it. The number of packages installed for my build is larger than
yours. Are you sure you are using a clean chroot?

Could you add this hook to your pbuilder hooks. It should add the list of
installed packages to the build log, so that I can compare.

A10show_installed_pkg:

#! /bin/bash

dpkg -l
