[Pkg-samba-maint] Dropping swat...

Considering that upstream is planning to drop swat at one moment or
another, we just discussed about dropping it from the samba 4.0.x
packages.

Obviously, that will leave some users in the wild but I don't really
see any way to avoid that as, clearly, nobody stepped up to keep it
maintained.

We will then have to decide what is the less worse option for our users....
