I don't think it's appropriate to have any "transition" package
(transitioning to what?), nor to force the package off the system with wrong
package relationships. The way for users to get old, unmaintained code off
their systems is to check with a package manager's list of old and
unmaintained code, *not* to have individual packages special-casing their
removal.
