[Pkg-samba-maint] Bug#606320: samba: init script is using non-existent command testparm

Control: found -1 2:3.6.19-1~

We recently installed 2:3.6.19-1~bpo70+1 on a wheezy machine, and found
that the guard around testparm appears to be missing in the above version.

This is still missing in 2:4.0.10+dfsg-2 which has just been uploaded to
sid.
