I would prove it this way:

Is samba-tool a client or server tool?  The reality is that it is both,
and needs the full dsdb stack (server) as well as client libs.  A
'client binaries' package missing samba-tool would feel quite limited.  

The same applies to smbpasswd and net, which links to passdb but is also
a client tool.  

Perhaps we should have pure client tools, but we don't, and the best we
have now is that we use shared libraries to reduce the disk space cost
for that.
