[Pkg-samba-maint] Bug#726163: Getting closer

As of the most recent commit, samba-libs no longer depends on the kdc
and hdb libraries from Heimdal.

I think the only remaining dependency that we can avoid (with some
indirect dependencies on python) is python-talloc.

There are three libraries that use python-talloc and python, which
seem to be independent of the other libraries in samba-libs
(in other words, candidates to be moved out):

/usr/lib/x86_64-linux-gnu/samba/libsamba-net.so.0
/usr/lib/x86_64-linux-gnu/samba/libsamba_python.so.0
/usr/lib/x86_64-linux-gnu/libsamba-policy.so.0.0.1

In terms of disk size, these (together with the unpacked
python-talloc) amount to ~500k of disk space (unpacked).
