Aside from dlz_ldap_enum, the other main user of dlz_dlopen is Samba,
they provide dlz_bind9 for AD support[1] since 2010.

Samba users have also had various issues with bind9 9.9.x (some being
Samba itself) and will be helped greatly if the header is provided

Do the Samba package maintainers support AD and/or dlz_bind9 in stable
or bpo?

Even if it is not packaged, users wanting to build it manually will
normally need this header
