[Pkg-samba-maint] Bug#819776: samba-dbg: please drop package in favour of automatic debug packages (-dbgsym)

The samba-dbg binary package contains debug symbols from all the binary
packages generated by the samba source package but it depends on samba,
which isn't desirable for CIFS-client-only situations. The new
automatic debug packages (-dbgsym) in debhelper will split the debug
symbols up into per-binary-package -dbgsym packages, thus enabling
installation of debug symbols for winbind/samba-common-bin/etc without
