Sure, I did that, but I get 

$ dput ../talloc_2.1.6-2_amd64.changes 
Trying to upload package to ftp-master (ftp.upload.debian.org)
Package has already been uploaded to ftp-master on 
ftp.upload.debian.org
Nothing more to do for ../talloc_2.1.6-2_amd64.changes

What am I missing?
