[Pkg-samba-maint] Bug#820951: samba-libs requires samba

Attempting to upgrade samba-libs in jessie unexpectedly requires me to install the samba package. See below:

I do not want samba on this server, and it was not previously required for samba-libs. Please remove the dependency on samba.
